Well, the flame shines with green before blowing out, so perhaps he is responsible of that as well. I would call it a form of detection instead of precognition tho.
So it is Guiding Light's power to relight the candle, but is he the same responsible of blowing the fire off? The ghost could just extinguish the candle and then the flame is reignited by the Gliding Light, no precognition involved.
Can you confirm is the candle's fire effect to extinguished itself and relight afterward and not an effect that can be attributed to the ghost (even if extinguishing the fire is only temporary)?
Those threads would be wrong then. A modern, firearm projectile could have its speed dropped to a crossbow's bolt and still would be considered slowed down.

basically resisting explison manip is not a kind of conventional hax resistance, as explosions, as a mixture of overpressure and heat, are a form of AP. Sure, it can be resisted, but it does not have layers.
Note that most magic through fiction is defined as some force used to bend the laws of reality to obtain a desired effect. We cannot stretch and say that every time magic is used is altering rules and reality in a great scale when almost always the spellcasting limit to perform mundane stuff...
