Imo flashlights should apply if they've shown themselves to be combat-applicable against opponents that aren't weak af against light. For example, an M84 stun grenade emits about 1M candelas (or approx. 1000 lumen) upon detonation, and this is plenty sufficient to blind anyone facing it within...
