So characters that are from fiction that's considered too obscure to be allowed on vsbw wouldn't qualify for fc/oc since it wasn't created by one of its users? I wouldn't be able to move this page over once Ant's crackdown on less-popular fiction goes through, but I would be able to make pages for the Pokemon/MLP-centric comics by the same creator?

In my personal opinion, "original fiction" should only be user-created works that users want to index their own stuff. Like if you were writing a novel and also happened to be a part of this community and thus wanted to index it like how VSBW indexes stuff and whatnot. Which is why something like that roleplay differs heavily.
SCP and the Backrooms also aren't works of fan fiction. They are their own separated continuity. Although there are apparently some references and whatnot here and there.
The roleplay on the other hand... isn't notable at all, was created by a user of these wikis, and is also a fan-fiction work. Completely different.
