if he scales to baseline then thats 29 exatons vs Sasuke's 88, and Susanoo is a major AP boost, they probably comparable in Skill though id lean on Hiei in terms of experience, and Ameteratsu is pointless here, that being said Sasuke just has a ridiculously larger arsenal to pull from outside of the very obvious wincon of having layered Genjutsu.

According to his page they're 1370°C. Pretty sure Sauce scales to amaterasu which is at least 5600°C.

Voting Sasuke. Hiei's experience and own stat amps such as the black dragon can cause Sasuke trouble, but overall Sasuke just has the better kit with similar stat amps, genjutsu, and precognition among others.
