Act 2 allows these bulelts to home in on a target, and create holes that seek the target and destroy things. Act 3 can create holes if Johnny shoots himself which he can then use as a boundary between dimensions to freely move his body. This also provides him with resistence to BFR.

Act 4 can bypass dimensions, and deconstruct matter and cells (the infinite spin causes the target to rotate permanently unless the same attack hits again, cancelling out the attack. This goes down to the cells.) This also is gravity manipulation and has infinite energy.
