Read the profile again, he doesn't resist, It's apart of his move set due to being protected by the Truth of the Universe, which would make Ness win every battle even in the most dire situations. If he kills Ness, he would simply view this as a bad dream and come back.

Bugs doesn't resist fate hax nor has an answer to The Player.

In my opinion: Ness fatestomps, Bugs has no way to counter Fate Manip and at best Bugs might get an incon or "fate has sided with Ness Yoshikage" happens.
