I don't think so cause if I remember correctly Chaotic Fate has the ability to take in any type of Chaotic energy once it makes contact with her I think it might be a another ability of hers or its part of Chaotic Fate. But I'm not exactly sure.

Shion wouldn't have SW until V21 during her fight with Dagruel (it's not even that she can stop time just evolving into a DLF which doesn't let you stop time).
