Question about mind manip

if a character can resist mind manip which affect one mind, can that character also resist mind manip which can affect 100 minds at the same time?

That's actually how we scale mind resistance. If a character that resists, say, mind manip that can work on up to only 99 people, and they tried to fight a char with mind hax that can affect over 100 people, the char with the mind hax wins.

Why can we scale like that?I really want to know the reason

Because it's a better feat? Unless it's made clear that the numbers don't matter for whatever reason, mind-hax that affects more than what has been shown to be resisted by a person will affect them.
