I have a question, If 1 Characters can destroy clouds With physical attacks, but But there were no signs of cloud Vaporization.
With a feat like this, Can we still use a formula for Cloud Vaporization? To find the character AP

I don’t think so, becuase cloud vaporization means that the whole cloud disappeared or there is very little water vapour left in that area, the cloud in your feat might still have a lot of water vapour inside it.
