I see. If '' is 1/100 of a second, each unit would be 10 miliseconds. Given ''' should be 1/100 of the previous unit, or 0.1 miliseconds per unit. 13 units would be 1.3 miliseconds.

This stop watch doesn't have extra column for micro second this is why it shows only 2 dash marks instead of 3. The example which I have provided as an evidence clearly shows 2 dash marks for milliseconds and 3 dash marks for micro seconds.
