Why does vsbw keep saying i dont have permission to create a page

I very recently created a new page for a character and i just recently created my account. So must be a problem with your account or the way tou tried to do it.
 
You should first make your page on a sandbox only then you create a page then its just copy paste the code and it will all show up there
