can Time Dilation be used to measure reaction speed?

So i was wondering, since time dilation is stated that time is relative, and however, what perceives time is not always equal, and when you move very fast time appears to slow down for someone. So I was wondering, for time dilation, for this case, if someone perceives the world slowly just to react to something, what time dilation be usable?
