Why do some characters have 9-B, but others don't? What separates them?

Apparently lore, since some characters like Doomfist are obviously stronger than general cast members with nothing to prove they're downscaled/comparable apparently
But like...the whole premise of the game is that all of these heroes team up and fight eachother so contextually all of their weaponry should be comparable to one another.
Verse is very outdated though and obv a ton more content thats unaccounted for has come out since

Because general scales are how you become a joke like League of Legends on the wiki. Some characters are just stronger than others, or fight the same shit. But some just... are in their own world in scaling when I looked into them, like Zenyatta. If one waits for a short story or two to come out for the characters, they're probably just gonna fight a combat-grade omnic or something and be 8-C.
Fact of the matter is, Zenyatta just doesn't DO anything. That could have changed, yes,
But yeah this is correct. Characters I rated 9-B have probably gotten more stuff, but you can almost always find SOMETHING above that baseline, espeically since they're starting to pump out short stories like a factory line, dunno if they're any good, though.
I'll probably get around to Reaper once I'm done with the BS in my signature, but that will come out when it's ready. I'd appreciate a list of the short stories he appears in when you have the time. If nothing else, I'll at least upkeep my main and my other main(Junkrat)
By the way shit like this is how you start trying to scale to Reaper's Shotguns. Have fun with that.
I will say, if you properly justify it you MIGHT get a decent justification cooking for a general scale relating to combat grade omnics, but outside of Weekly's spööky CRT that's totally gonna come out anytime soon, I dunno where that'd happen.

What 8-C feat do they scale to? Or do they upscale from 9-A+?

They upscale from Talon Heavy Assaults.
Before you ask why, when a 9-A+ is borderline 8-C, and that 9-A+ was literally no-sold, any damage is gonna upscale them to 8-C.

Hey at my Elo(Which is usually somewhere around Gold on Tank and DPS) he's pretty decent
And by that I mean I just make the Tank's life just a little worse.
...I am so glad I'm not actually good at the game so I don't pick Tank and instantly suffer.
