Unless Cell gets a bunch of Zenkais during the initial scuffle he's not beating Clark here.

Honestly Cell might sense Clark's power level and try the same strategy as Piccolo did against Frost where he makes clones of himself while overcharging the hell out of a Special Beam Cannon since the SBC is way stronger than the Kamehameha.

Cells an artificial creature not unlike Doomaday plus Clark isn't one to shy away from killing serious threats like Darkseid, Brainiac etc

It's not impossible for Cell to win but the level of difficulty is so high it might as well be impossible. Super Saiyan 3 Goku would be a better matchup because he is scaled to 1.053 KiloFoe normally and 4.212 KiloFoe with the Kamehameha. However this would likely still be one-sided for Superman due to how flawed Super Saiyan 3 is. Goku would lose energy too fast.
So overall there isn't, currently, a good option here. All of the DB characters in 4-B either get overwhelmingly mogged by Superman or would mog Superman insanely hard. The next closest character to Superman would be Pre-HTC SS1 Gotenks or Post-HTC Base Gotenks who scales to 13.1625 KiloFoe, near one shot gap. Even if we cut to, say, Daima Goku (Kid) he scales to 26.325 KiloFoe in just Base form.
In short, there are no decent matches for Superman in DB. He stomps or is stomped.

They scale to >105.3 KiloFoe. >38x N52 Clark's AP. He'd pretty much need his Superflare to do anything to them but SS2 Goku scales to >10.53 MegaFoe so he can tank it unless he gets restricted.
Your best bet is arguing something like N52 Heat Vision being hot enough to bypass Goku's durability but at that point it's arguably incon at best since Goku's Ki blasts would effortlessly overpower Heat Vision and both can OHKO. Assuming N52 Superman has good enough statements for his Heat Vision anyway, his profile lists none.

Also would you agree Cell pretty much has no way to win against supes? He doesn't have stats, his absorption won't work and his strongest ace in the hole is half of superman's AP, combined with supes type 2 immortality Cell doesn't really have an answer

As I said it's practically impossible. Like if you give him an absolute best case scenario? I guess he can work something out here? But that's so undeniably difficult that I would consider it a stomp. It's a fantasy wincon.

That's a good question.
He isn't oneshot, his Kamehameha surpasses Clark's power, his instant transmission can help get the drop on him.
Is this dead Goku or alive Goku? If dead, he wouldn't have to worry about stamina.

Dead. This key only features Goku when he isn't alive. Issue is Goku is still shown getting exhausted by using SS3 in the Living World. It takes away the time he has in the Living World.
Anyway, this is a stomp. Goku rapidly loses power in SS3 in the Living World or Alive and is is like 2.5x weaker than Clark is. Sure Goku can initially hurt him with a Kamehameha but the Ki drain of SS3 is going to snowball and make it so he can't even deal lasting harm to him.
If someone can come up with a wincon, be my guest. Otherwise this is still a stomp. If we insist on making this matchup valid then it has to take place in the Afterlife. And yes, the Afterlife in Dragon Ball has a sun. Clark won't be depowered or put at a disadvantage there.

Super Buu is >10.53 MegaFoe. That's what? over 3,600x stronger than Superman? And it'd mean his durability is near double the Super Flare (5.49 MegaFoe) so even Superman's strongest ability wouldn't be able to put him down.

Where in the world are you getting that from? He's explicitly >10.53 MegaFoe. And that is directly derived from the accepted scaling blog.
EDIT: Examining the values more closely it does seem like he should be >5.265 MegaFoe on his page, so that should be corrected. The issues with Super Buu vs Superman stand regardless.

I raised him as a possibility and it's certainly much closer than most. But it boils down to:
1) Fusion Timer
2) Gotenks's inexperience
3) Gotenks's recklessness
4) Gotenks's relative lack of skill
So I'm not so sure that AP advantage of like 5x is necessarily enough for him to win. But it is worth noting Clark is probably not going to want to badly harm a small child so he's extremely unlikely to go for his Super Flare or lasering his brain if he can help it. That gives Gotenks some leeway in messing around.
