    Well Ozen's AP is about 5x higher but what's confusing me is that Saitama's upscales from a wall level attack. So I'm not sure why he's even listed as small building level in the first place.

    Also I think MGS4 Vamp should scale Snake's durability to Multi City Block anyway. Since Vamp is Multi City Block, with Snake able to tank attacks from Vamp and injuring Vamp with weapons that Snake can also tank himself.

    It doesn't though, this would just scale his durability, not his AP. It just means he could tank MCB attacks.
