This will be simple.

Dorola

There is a kaiju in the Zone Fighter rooster called Dorola or Dorora. Well according to various sources, it is called to be a Fourth-Dimensional Terror Beast, not enough that it can use a technique called Fourth-Dimensional Gas, in a few words it spits out a Four-Dimensional Net from its front mouth. The red mist transformed into a mysterious light, and surprisingly, the universe itself was transformed into the 4th dimension. According to Garogas, their technology is powerful enough to create Fourth Dimensional Spaces. Yes, we are talking about those Garogas, who can create Star Busting Weapons. So, I propose to upgrade the Zone Fighter Kaiju up to Tier Universe level+.

The translation of the official stuff says:

It has two faces and can see in front and behind, plus side to side. He has a saw in his left hand and a suction cup in his right. When he breathes 4D gas from his mouth, the area around him becomes a 4D universe.

The word "world" which is written "の世界" in Japanese, is a synonym of universe · cosmos · creation · reality · existence

Zone Great describes the 4-th dimension. It is said to exist outside of space-time

The zone families Radar doesn’t extend into 4-D space

It is noted that 3-D beings have zero visibility there

I’m neutral atm, because “sekai” usually just means “world,” as opposed to “uchu” which directly means “universe.”
 
Mr. Apex_Predator_GX, do you think that scaling Godzilla and Kaiju from showa can be used to scaling Godzilla Heisei and other Kaiju to L2-C level?🙏

Sekai in some contexts can be Universe, and since we are talking about a 4-D structure, it's pretty clear here

Wait wait, hold your horses, wasn't this exact thing proposed and rejected before?

Also, you say that it can turn the universe into a fourth dimensional one, but like, does that not contradict the whole idea of the net? Doesn't the net create 4-D space? Would that not mean that it can't affect the universe?
This feels weird tbh.
I tried translating it using google and got "the world around you becomes a fourth-dimensional world" which, rather than turning the universe 4-D, means that it gives extra dimensions to surrounding space.

As we know 4-D space is NOT a Low 2-C feat unless it is universe sized. A pocket higher dimensional space is not tierable by our current standards.

Additionally, one would need to prove it scales to the characters in question, that it is scalable in power in the first place. Unless the 4-D weapon does damage it isn't something that one can scale to by statements of being powerful.
 
My recommendation here is to get wiki translators to re-visit the needed text and then make a judgement based on that.
