Kamen Rider Enhanced Sight - Passively too good?

Greetings! I hope i get some answer here

Due to a positioning on our Top 15 Non-Smurf 9-A's, basically @Shadowslash125, @ZeedKZ and i have been going back and forth about if Enhanced Senses are actually N-Daguva-Zeba's downfall for Elizabeth "Liz" Unforgotten Spectre. Here's the match for more a deeper check of my arguments and of theirs too

She has a layered ability, Disturbing Presence, where if someone looks at her, they get several effects from becoming insane to IK (if they don't resist it, of course), either way, an L

@Shadowslash125 and @ZeedKZ are very knowledgeable members of our community (i have nothing against them AT ALL, we're just stuck in this debate because all parts are sure they're right), specially for Kamen Rider (who that N-Daguva-Zeba is from), and they have made several contributions for the verse, including putting up a scan that bases my argument that his enhanced sight will be getting him to see Elizabeth.

In proper conditions, humans can see as far to 2km, sometimes even more
In SBA, they start 4km away, but he has, according to the profile, tens of times the senses of regular humans and dozens of times the visual acuity.
Meaning, if i'm correct, in the least of the expectatives, he would be able to see her from that distance, since any interpretation of that claim would make him able to see up until those 4km the maximum starting distance.

Am i in the wrong here? I can't see it but if everyone can't see what i see, then i give up
 
None of Kamen Rider's enhanced sight are treated as passives unless it is shown otherwise. V3 has to use the V3 Hopper to catch images from the above, X has to track the sound and movements of his foes before activating his echo vision, Stronger has to activate his Kabuto Catcher before detecting targets, Skyrider's D-Eye needs activation, same for ZX's Holographic Eye, same for Black's Multi-Eye, same for Black RX's Macro-Eye.

Daguva's enhanced senses derivates from Kuuga's, who just like his predecessors, still needs to track his foes through his other sensorial abilities (presence, temperature, etc) before being able to seem them, hence why he even needs Gouram when he's searching for targets at long heights.
 
That's literally not worded any different than the examples I've mentioned. V3 has a visual acuity of 5.0, yet he still needs V3 Hopper to see from farther distances, Skyrider has clairvoyance, has a visual acuity of 30x better than humans and can even see higher-dimensional beings with D-Eye, but he still needs to activate it first, ZX obtains all 3-D information on his surroundings, yet still has to activate Holographic Eye, Black can see up to 1 km ahead, yet he still has to activate Multi-Eye to do so, Black RX can see up to 3 km ahead and thousands of meters below him, yet he still has to activate Macro-Eye.

In fact, the wording on Kuuga's Zukan profile doesn't even suggest he carries all the senses activated at once. This was only appliable to Pegasus Form at first because Godai had no control of that form and practically passed out from sensory overstimulation.
