Yes, it had mostly to do with the fact that:
1. Alcatraz can get the shit kicked out of him by 9-A to 8-C beings.
2. The feat which was used to grant him that level of durability to begin with was wildly misinterpreted.
Regarding number 2, I gave an explanation for it on the official Crysis discussion thread and two other admins agreed that the feat can't be used since it was just a cloud of a bio-weapon, not an actual DEW assault or explosion.
At best Alcatraz could be stated to be Tier 8 with maximum armour enabled due to statements of the N2 surviving a battlefield nuke with a good percentage of success. And even then, 8-B probably because the verse has "battlefield nukes" in that range of yield.
