It can negate abilities that, they, themselves are 4D in nature, and it does so on a universal scale. For example, you know when RTZ'd restored King Crimson's time skip?Restoring time that was deleted on a universal scale, putting back time-space as a whole together, and reverting it, is a 4D feat most feats that involve space-time are.
Also being stated that abilities like time acceleration on a universal scale, and other such fucky abilities like the aforementioned time skip can be negated? That's also 4D.
Not withstanding RTZ
There's other shit, but simply restoring what is effectively the whole of space-time being snipped out is a 4D feat, it's why he used to be rated High 3-A on a 4D scale before wiki decided hax don't get a rating if it's just hax, put that's the potency of it.
Im sure you've seen Part 5 so I dont think I need to give scans of his only onscreen feat, other stuff I can probably drop imgur albums later of guide scans if you want just for reference you might need to translate some yourself though, I'm a tad busy today.
