I think it's kinda disingenuous to say Elio/Selene was "helpless" against the Spearow - they were defending Cosmog, not trying to attack the Spearow, and they were holding up quite well. In fact, Cosmog let out an explosion that caused the Spearow to flee (at least I think it caused them to)...
That's very iffy to me, because by that same metric, I could ask: "Why does emitting it suddenly mean it can't be affected by heat?" I mean, it's the exact same thing just projected forward, so why the sudden change?

For creating one, the creation would be High 3-A, but you'd then need to prove it scales to the character's normal statistics if you choose to go that route. See here.

Honestly Natsu's X792 profile is kinda ass just because it's not split into keys at all - which I find really dumb. But Luffy also has 5-C stuff that one-shots Natsu's High 6-A keys, so I'm not sure what to make of all this

No I agree, but the thing is simply that it'd be an addition thing rather than an actual multiplier. Against Reve, for example, their magic powers aren't equal (hell they wouldn't even be equal here if not for Soul Chain Deathmatch), so it wouldn't be equivalent to 2x there
Flame Lightning Exploding Cannon specifically should be... kind of a "2x" amp, except it's more so just adding their powers together - which is relevant since Luck and Magna aren't always equal. But yeah, adding their powers for that move's AP should work.
