I can settle on characters getting limited abilities for tool-based abilities such as Limited Light Manipulation in this case. But I feel like it would then have to be extended to Limited Fire Manipulation in the case of flame-throwers for consistency.

I disagree with this being a speed value that can be indexed on their pages. This isn't part of their combat speed, it isn't an attack so it isn't attack speed. None of their other attacks are implied to be this fast.

When Goku does his Ki sense thing to lock onto random aliens that he's met before, it's not a speed feat by them that their Ki could reach Goku across interstellar distances to be sensed.

Everything looks good but I wouldn't add Resurrection for Caine yet until we see it in action. It could just be as simple as making another copy of that NPC and that bringing that specific NPC back to life.
Doesn't make a lot of sense to me; characters can go Super Saiyan 2 without being enraged, and characters can receive a rage boost with going through a transformation. They're two separate things.
