You could probably scale Bruce to Low 7-B by using other non-powered characters in the setting who are able to take beatings from actual powered characters.
I mean if you ignore all of the Doctor's higher end stats like the episode did to make the episode not come off as a complete stomp that's not a wrong interpretation you can have.
It ain't. Unless this is set during the timeskip in Omega there is no point where the Kengan fighters are this chummy with one another and aren't in the middle of an arc that would make such a tournament make sense and since Koga isn't in any of the promotions I kinda doubt it's set during Omega...

Yeah I'd say it's fairly reasonable to consider this FTL. Like it's Goku literally outpacing light to grab glasses and then putting them on before it hits him, also if they were moving at ftl it would explain why Goku was still surrounded by light when Tien was rushing him.
In the manga he could have been aim dodging since he's already seen the attack before in Roshi's fight with Tien and regularly demonstrated being fairly quick compared to the rest of the cast so it wouldn't be unreasonable to presume that he could have grabbed Roshi's sun glasses while Tien was...
