Ryu never acknowledges the wound, begins charging the next attack, and running towards Sukuna. I really don’t think it was significant at all.

yeah and yuji didn't aknowledge THIS
Does that mean it didn't segnificantly damage him? Of course not, characters don't always acknowledge wounds despite how utterly insane they actaully are, I mean yuta had half his head cleaved through by sukuna and didn't slow down or acknowledge the wound for a damned second.

I don’t think you’re getting my point across. It was a long laceration, sure, but sukuna states that his intention was to cut Ryu in 3. Ryu simply didn’t, and he was no worse for wear. He wasn’t panting or anything of the like, akin to Yuji, or completely silent after Yuta.

I disagree.
Even with the most charitable interpretation for Yuji and Maki which exclude cursed energy reinforcement of one's physicality from cursed energy output, Sukuna explicitly states that his physical capabilities are simply not being suppressed AS MUCH (そこまで) which is indirectly admitting there is some degree of suppression present. Given this, it's honestly unquantifiable the degree to which Maki and Yuji then scale to 16F Sukuna's feats, with our best bet being the numerous statements of Toji being physically comparable to 3F Sukuna (1 and 2), however even this is questionable given in context Megumi is comparing how both 3F Sukuna and Toji perception blitzed him with Toji even speeding up after these statements are made and 3F Sukuna also implying he was holding back. So very little information to go off of here.
However, again, this is being charitable. In reality cursed energy output does relate to cursed energy reinforcement, even by Sukuna himself given he refers to it as a cursed energy technique, with the physical movement (肉体の動き) being the term for one's body ability to produce motion, which implies Sukuna isn't talking about the reinforcement of his body with cursed energy but instead the control he possesses over the body - essentially saying that his control over the vessel (even with the 10% limitation) is still favourable to that of Yuji who could completely suppress Sukuna from ever even manifesting. There is also a statement in the fanbook which uses the exact same kanji when referring to Kenjaku's body swapping ability, which suggests a consistency in the type of language used when discussing the distinction between physical ability and control over a vessel.
This second interpretation is also more consistent with Sukuna's current feats. Sukuna is stated by Yuta himself to have at least 2 times as much CE, and yet after the brain damage he suffered from Satoru brought his total CE pool to Yuta's level, suggesting Sukuna's overall capabilities have been reduced to a hypothetical 10F level, with this version of Sukuna blitzing a faster Yuji. Sukuna will then be struck with numerous punches which chip away at the submerging of Megumi's soul in the bath, with it successfully breaking the synchronicity between the two souls, and then Sukuna also being hit by a technique MORE risky to him than Yuji's blows. This is then added onto his heart being destroyed, Sukuna said he was fighting Maki without breaking a sweat, which Uraume reinforces, before completely perception blitzing her.
Given all of this, I am very hard pressed to say Maki and Yuji are 16F Sukuna level.

Exactly. And the thing that also dropped is not just his CE reserves falling to 10F level, but his own CE control (output essentially,) also falling further down.
To give a idea: If a normal 10F Sukuna and that Sukuna were to compare their output, the Normal 10F Sukuna would have a far greater display of output, since his CE control isn't nerfed unlike the other, despite having the "same" CE reserves.
