We have two calculations of the "same" feat, just different methods.

First, there is the 6-C calculation, which is 70 gigatons:

The issue? The 2nd calculation outlines that once the mountain/server room is destroyed and it collapses, will communication cease, and that communication ending over 250 km is assumed to be the range of the explosion in the first calculation, which isn't the case:
Red Girl A: In order to destroy this Server Room, you'd need the sort of energy that's released in a nuclear bomb.
Red Girl B: That's right. Haven't you realized there's something attached to your core fusion reactor?
No2: (places a hand over her heart) It can't be.
Red Girl A: You should know if you simply do a scan. You all have a bomb hidden inside.
Red Girl B: When your life has come to an end, that triggers the bomb to explode.
Red Girl A: Within all of the YoRHa lies a bomb in your core reactors.
Red Girl B: Once this Server Room is destroyed, the functionality of the Bio-machines will be stopped.
No2: No, headquarters wouldn't……
Red Girl A: All of you will be destroyed, but…
Red Girl B: But you shall not be victorious.
Red Girl A: That was the setup of this battle from the very beginning.
Red Girl B: But, in such a situation, androids would laugh, right?
Red Girl A: It's so emotional, you'd laugh, right?
Red Girls: Ha ha ha!

No4 suddenly stands.

No2: No4?
No4: Bye.

No4 rushes the two Red Girls.
No2 screams just as a huge explosion sounds.
The stage goes black.
And, this happens:
2B (narration): "Number 2 ... I'll destroy this place, so ..."
2B (narration): "Please ... live on."
(A2 screams out desperately while crying.)
A2: No! Number 4!
2B (narration): It was the final attack ... a suicide attack.
2B (narration): The server room was then enveloped in a bright flash.
A2: Number 4!!
(A2 hides her face.)
2B (narration): ... The enemy server was destroyed.
2B (narration): All enemies within a 250km radius went completely silent.
2B (narration): Their influence over the entire Pacific Ocean had been rewritten.

For now, my proposal would simply be to remove the 6-C calculation and scale the character to 7-A, higher with black box detonation. But, I'm not too well versed in the series since its been a while since I played the game (basically since they came out), so I'm open to other suggestions if there are any.

Why 7-A? Because we have 9S destroying flight units, and they can take a hit from Grunt. (~708–776 Megaton)

The proposed changes seem fine to me but I am not an expert on the verse so the thoughts of supporters would be appreciated.
 
I'm fine with hiding it for now.

I will say there are a few things oppose the idea of server shutdown means machine shut down. One being that we see machines disconnect from the server regularly. And we see a few machines still operational after Ka'ala destroyed.
The other being that this server is supposed to manage the pacific ocean so the range should be way larger than 250 km.

But there are also a few details that are finnicky so I'm fine with using Higher and just falling back on Grun.

How many would need to agree before the changes can be put into affect?

Server shutdown doesn’t mean machine shutdown necessarily though. It could been that the machines lose access to the server without necessarily getting shut down.
