A strange time stopping question

It may be a strange question, but I believe it's worth asking.
Let's say a character stops time for 10 seconds. Logically, 10 seconds will never end because time will not progress in a stopped time. But if this situation occurs, can there be another time dimension? And could this be hypertime?
