Bare minimum speed to dodge light?

Like yes, I know how to calculate this, but what if it's not a feat, but a statement? Something like:
"-He was so fast and skilled, that even light couldn't tag him
-What? Impossible. I can't believe that"
Pretty sure it falls into relativistic category, but not sure to which of SoL percentage

This seems to me like a bit hyperbolic.

Though, there's a big problem that I'd like to quote the Laser/Light Beam Dodging Feats for:
To calculate a laser/light beam feat, simply determine the distance the character moved in the same timeframe as the laser/light beam and use the comparative value to determine the character's speed. For example, if a character were to move 7m while a light beam moved 10m, his or her speed would be 7/10ths of lightspeed or around 2.1 x 10^8 m/s.
You can't exactly do that with a statement, and obviously dodging something doesn't mean you're faster than it, just have higher reactions.

So, basically statements about light dodging feats are unusable I guess and those things need to be calculated anyway?
 
there is no bare minimum speed, all depends on how much you move in relation to the beam, if they shoot from a different planet and all you do is side step like a meter, then you can be thousands of times slower than baseline rel however

this is just a blatant ftl statement so 1c outright
