Here's the scaling for the keys of various characters that I think would work if everything gets accepted

Burner

At most 8-B, higher with First Ignition, 7-C in Red Eye state | 7-C, higher with First Ignition and Second Ignition, far higher in Red Eye state | At least 7-C, higher with First and Second Ignition, 7-A with Third Ignition, higher with Red Eye state, far higher in Black Blood form | At least 7-A, 6-B with Ignitions, higher in Red Eye state | At least 6-B

For reference, she is 7-C in RE state because weakened Robert said he couldn't beat her. Since Robert is above Gate battle Drian and Drian is > Joy = < Gate battle Burner

7-A would be scaling from Jin Bear's cloud feat and scales to Swordmasters and the strongest of the Admins.

Varies from 7-A to 6-B | Varies, up to 5-B | 5-B, 3-A, likely Low 2-C with Bear's Power | Varies up to 6-B, higher with Supernova, 3-A, likely Low 2-C when possessed by Romuhoroga

The names i sent are from The Graymark on webtoon and is how they're spelled there. Though looking it up, it looks like it was posted on Tapas before Webtoon? so we use the Tapas version if true

idrk it's arbitrary and would certainly not work for backscaling.

At least in early series Burner's case it boosts her from 8-B to 7-C so there's that

Great fight doesn't even need the building punch, she scales to the 7-A stuff via admininstrators

Robert fight era Burner would scale above Robert himself who is above Drian at the beginning of the gate fight, who in turn is above base Burner during that time who has the flames of revolution feat.

Also, pre time skip great would be flat 7-A since that's the highest feat at the time, the 6-B happened after it & since great's considered the strongest admin. I think he should be like this since he held back

7-A, likely far higher

Dark should downscale him since she's the second strongest

No, he was never weak. The whole point is that he never lets loose snd thus his strength varies. This is evident in the final arc when he uses his full strength for the first time and cuts through a chunk of the planet.
