Can a tier 1 character interact with lower dimensional type 5 acausality?

Basically, every HAX and existence of a higher dimension is always superior to a lower dimension, so I think it's possible. Although I don't think there are characters who possess acausality 5.
 
Yes, almost every state of being a Tier 2 Character can be ignored by a Tier 1 Character. After all, just because you are beyond the causality of a singular universe, does not mean you are beyond the causality of a higher realm.

Some states of being can bypass this though, such as NEP, since nothingness doesn't really change no matter what Tier your on, and if you can't interact with it, then you just can't interact with it.
 
Depends if the higher dimension functions on a far more different causality.
such as extra temporal dimension.
but if the higher dimension is stated to just be still under a regular causality (we normally don't assume this unless fiction states it) then they might not be able to affect it
but usually the higher dimension or the fifth dimensions in fiction are often considered superior to the 4th which is the temporal for the regular universe so usually it can just ignore the Causality that exist in the 4th

The extra axis of the higher temporal/spatial dimensions cannot be affected by the cause-effect systems of the lower dimensions, so the causality system in which the higher dimensions operate is already transcendent to the causality system of the lower dimensions. So, if the fiction states something like this, there is either a contradiction or the situation is not like in this question.

It is not a contradiction
because time can be relative where the Temporal Axis flag points 3D space to create 4D and at the same time 4D space to create 5D. but ultimately is still 1 Temporal Axis.

One example of this is 4D space-by-space bending (Wormhole) yet this 4D space is bent to connect 2 different points in space which creates 4th spatial axis point yet this existence of wormhole is still under the regular time axis
