Can this one-time amp be usable?

In the final episode of Kamen Rider OOO, Eiji Hino absorbed a unquantifiably gigantic amount of cell medals, amping himself up to the point that each of his steps are able to break the ground apart. And then at the penultimate showdown with the big bad, OOO was able to use those medals to further power up his finisher, though at the cost of losing the amp. Due to the exclusivity of this amp, is it usable by lumping into his EoS key, or does it warrant a separate key entirely, due to the possibly large difference in power. (Answered)

Also, is there any way we can calculate the estimate amount of cell medals that Kamen Rider OOO has absorbed?

My answer to this:

1. This amp would deserve a whole different tier, given that it's only a one-time thing, something like:

"[Insert tiering here] after absorbing a massive amount of Cell Medals (Far stronger than before, to the point where he breaks the ground apart with each step. One-shotted the main villain with his finisher)"

This tiering would be placed with his EoS key, as it occurred in the last few episodes.

Additionally, you could make a note in his weakness section that that tiering is only applicable if specified in the OP and is usually not possible under normal circumstances, as Eiji would not be able to obtain that many Cell Medals on his own.

2. I don't believe we can count all of the Cell Medals he absorbed because it is literally impossible to measure or estimate. If we see any statements or scans mentioning the number of Cell Medals, we use them instead.

We don't need to get an exact number of it, just an estimate, which I figure pixel scaling can help (?).
I did see a statement that he absorbed a million medals but idk where the scan is anymore.

A scan or statement would be easier to estimate the number. I'm not sure how pixel scaling would help with counting the medals, though.
