With the herald tier list updates finally in progress, I'd like to throw Captain Atom's restricted state into the Ring.
Currently he is listed as Solar System Level in his restricted state, which is true before Quantum Quest, but after, he still is considered one of the Top Tiers and is usually shown to be equally on par with Superman even after the Eradicator upgrade:
