I am pretty sure Copen is just way more variable for Buzz to handle at all.
Also, copen usually fights by dodging in the air and from a distance, leaving buzz with just the lazer.
 
The stat gap also means that his only wincon is freezing him with Absolute Zero, so there's a fair chance he tries to get up close to maximize his damage output, which'd grant even more of an opening for Buzz to hit back.
