1. Can feats from a crossover, in which a character is unlocked, be used for scaling if said character has been given attention outside of the crossover event inside the base game?
2. If said crossover’s feats are higher than base game’s feats, but other crossovers (with the same conditions as the above question) have similar feats would that crossover still be usable for scaling, or would it be unusable due to being higher than the base game?

If the said character is part of the story's crossover or lore then yes, other than that it depends.

No it won't affects+ we already have similar characters with what you described e.g. SMT Dante.

I don’t think thats exactly what I meant. What I meant was;
If game 1 and game 2 have a crossover in game 1’s verse, can whatever happen in this crossover be used to scale game 1’s characters/verse if it’s consistent with a crossover between game 1 and game 3, 4, etc.?

Only If the game 2 verse is canon, or the characters with the feats is proven to be canon

So even if the crossover feats are way higher than game 1’s verse, it’s fine?

No the characters with feats, or the one you want to scale it to them need to be canon.

Other than that we scale them based of the feats present only
