Deleted scenes?

So I’ve been wondering, can deleted from a movie/tv show be used for scaling or calculations? Depending on why they were deleted.

Like in one case, they were deleted because they made no sense or they contradicted the character/plot. Or if they made the character stronger/weaker than intended

And in the other case, they were deleted because external problems, like budget, or time crunches. The ROTTMNT movie is a example, the deleted scenes were deleted because they had time restrictions

So can deleted scenes be used for scaling? because there are a few verses that have some feats in deleted scenes

We usually don't allow them to be used, since the scene got deleted, we understand that it didn't really happen in-canon

However, there are certain exceptions to this, for example, if WOG stated that despite the scene being deleted, it is still canon, it should be fine to use

Other circunstance where using deleted scenes is allowed is when the content of the scene is supported by non-deleted material, Queen Maeve's profile "possibly 8-C" rating is a good example of this

What if the scene was in the original theater release of a movie or premiere of a show. But later on was deleted for arbitrary reasons? Would it be unusable if the feature was taken into account before it was deleted?

Same thing for a game too, if a game got an update the removed/changed certain cutscenes or statements would that do anything to the scaling?
