Okay, so i'll try to use an easy language for you.

1. Dvalin
Currently, this so-called "Prime Dvalin" is at 6-B with MHS+ speed right now. And theres other "Dvalin" called "Corrupted Dvalin". The latter manage to onpar with the Former, so i propose the latter to be in the same rating as the former.

2. Diluc
This character seemingly manage to hurt this "Corrupted Dvalin", and dodged his attacks. So i propose this Diluc to be on the same rating as Corrupted Dvalin but with "at most". The scans is in OP, and that's where you to evaluate.

3. Venti
More or less is the same case as Diluc's with the same scans in OP.

4. Paimon
In the scan, she seemingly manage to dodged a beams launched by Rerir, who have MHS+ speed, so i propose her to have MHS+ speed too. Now, it's up to you to judge the scan.
