Demigra is a too uncertain quantity. If I understand correctly the Xenoverse game mixes regular manga/BoG and anime/GT continuity, despite the power differences. If we scale Demigra to Beerus, then the Emperor likely wins, but if we scale him to SS4 Gogeta, he likely wins.
