Goku wins with Kioken x3. If he uses Kamehameha on top of that, then it's a stomp.

Goku said that Ginyu will never be able to use Kioken or other abilities to power up further than 20,000 PL.

Going with Goku here. It's not a stomp. It's just that Ginyu can't really do what Goku can do. Goku just has amps of hell.

Ginyu is only like a 1,000 away from a Kaioken x3 Goku, and Goku can't stay in at that level of power for all that long.
It's not like Ginyu gets skill stomped here either, we've seen him briefly go toe-to-toe with a more experienced Goku.

Plus he can always just stab himself before Body Changing like in canon, and then it's basically a guaranteed win for Ginyu.

It's not like Ginyu gets skill stomped here either, we've seen him briefly go toe-to-toe with a more experienced Goku.

That's because Goku was in Ginyu's body and could not use Kioken. He is not 100% used to that body.

Plus he can always just stab himself before Body Changing like in canon, and then it's basically a guaranteed win for Ginyu.

If he does that, Goku will have access to a more experienced body and an 80,000 PL to play with. Even if injured, Goku will have a higher PL than Ginyu.

Ginyu with Saiyan Saga Goku's Body had a PL 8000 without Kioken. Using Body Change again will make this a strategic failure on Ginyu's part.

Goku explicitly said that it was due to not being in tune with a body that's not yours. The injury certainly didn't help Goku, but I don't think he would've been able to do much even without it. In this battle, it's unique because as already mentioned, body swapping would actually be worse for Ginyu. Even if Ginyu injured his own body and swapped, he'd simply be swapping with an even weaker version of the body he already has, while Goku would get like an upgraded version of his own body that can use even higher levels of Kaio-Ken.

Plus Ginyu Goku is just outright faster than regular Ginyu too.

Considering he was already astonished by Goku's speed and how it wouldn't make any sense for him to be surprised by said speed if it was below his regular body's, since at this point he thought Goku had a baseline PL of 180,000, feel it's probably safe to say that Ginyu's speed didn't decrease.

Going with Goku. Krillin and Gohan were able to keep up with Ginyu, so Goku should be able to as well.
