Is there a scaling chain that connects Honkai Impact 3rd with Honkai Star Rail?

from an outsider's perspective, the profiles don't make it super clear how the verses are connected without extensive digging. Like, are the Herrschers equal to Aeons? Are they connected in any way? what about Emanators? or people who can fight Herrschers or Emanators? How are thy connected?

The two verses are linked via imaginary energy. Otherwise, Welt and Void Archive, originally from Hi3, are in HSR, and Sparkle and Sampo, originally from HSR, are in Hi3.
For the Herrschers, they are equal in existence to the Aeons, but after that, it depends on the Hax. Using dimensions doesn't change anything because in Hi3, the Herrschers can do the same. Afterwards, from the high-level Herrschers, it starts to exceed the Aeons, and for Kiana, Durandal, Kevin, Saha, Vita, Mei, Bronya, Elysia, and a few others, none of the Aeons differ. Otherwise, Welt Prime is relative in existence to the Aeons, and in terms of power, it's among the strongest in enamator, and Welt is far from being among the strongest in Hi3.
