I'll throw in an argument here:

Shadow Moon usually goes straight for the kill. Satansaber's soul hax is likely to bypass Cell's regeneration, and Shadow Moon himself can remove his soul if needed.

Cell is stronger in terms of value and scaling. His go-to move in this form iirc, is Solar Kamehameha, though it requires charging time and Shadow Moon wouldn't let him do so.

Not voting yet, would like to see what others think.
 
The one problem rn is that we suck at using Showa Riders in VS Threads. Only @ZeedKZ knows the ins and outs of Showa.
But it's essentially what James said. I will be adding that Shadow Moon can also just banish Cell to the spirit world, where people he killed will just haunt and possibly kill his ass (?) either way, he won't be able to escape.
Kingstone Flash also powernulls, so any beam clashes are instantly put down.

That's because it happened in the middle of an already going fight, and he wanted to finish it then.

Here Cell just began to fight against a whole new opponent, he'll just begin with H2H combat like almost every Dragon Ball character.
 
If Cell begins with H2H, as he does with Goku, this should be made easier with Shadow Moon cutting Cell's soul via Satansaber.

As an aside, this match reminds me of this:

 
I'd say quite low. He only used Shadow Flash once to BFR Black to the Spirit World. Otherwise, it's mostly sword fighting, Shadow Kick/Punch, and energy blast.

Forgot to mention that Satansaber can absorb energy, so as long as it is not Kamehameha or any charging attacks, Cell's ki attacks won't be an issue for him.
