Is this an outlier?

If a character is described as having the strength of a nuclear bomb, can withstand explosions like Fat Man, and is said to emit the same amount of energy (or is even stated to be stronger), but never demonstrates an attack that spans that range, then would they be considered a 7-C or an Outlier?

7-C is fine if it doesn't have any feats.
But if it does, "Possibly 7-C" is fine.
