In a normal world, there is a girl who is constantly bullied. She is extremely fearful and is also being abused in ways that mirror the trauma she has already experienced.

One day, a boy enters the room, and somehow her fear immediately disappears.

However, at this point, he has barely interacted with her. The only contact they've had is him calling her over whenever he needs something from her. He has also threatened to expose her past trauma.

Because of this, her sudden sense of safety around him doesn't make sense

Does this qualify for empathic manipulation? He kinda nullified her fear with his presence alone

It would be social influence; his presence canceling out her fear. It would only be Power Nullification if the fear is supernatural in nature.
