Varies depending on the black hole size, you gotta calc it

It could be Small Planet to even Galaxy level or higher

Well, adding energy to a black hole just makes it bigger (Learned that one from kurzgesagt) but creating one would probably be large star level, since only supergiants can really become black holes i think as far as stars go, and in general, creation is equal to destruction.
