"So, this character can create entirely new skills/magic out of nothing.

Short explanation:
Normally, witches, wizards, sorcerers, etc. can only create something from what already exists—like taking 1 and making it into 2. Most of them just use magic/skills that already exist, maybe modifying or strengthening them. But this character can seemingly create new magic out of thin air.

Magic itself is formed from mana. Mana is described as an abstract, formless force that serves as one of the fundamental pillars of existence—stated to be so real that anything else is just imagination in comparison. Mana produces magic, and magic is what’s used by most beings.

However, this character can directly manipulate mana itself to create entirely new magic, which is basically like creating 1 from 0 (or even creating 0 itself).

Questions:

2. What does this actually imply in vs terms?


3. Would manipulating mana in this way count as information manipulation or conceptual manipulation? If so, what type?


4. Can this be used?, Magic (at least 1 layer above baseline magic user, capable of creating new magic from nothing, whereas baseline users can only "use" what was)."**
 
2&3: It would mean that this character's magic will have Subjective Reality in its nature, as "pillar of existence" doesn't mean anything without further explanation

4. As I said already, it would be just an additional nature + Self-Power Modification/Self-Power Bestowal

The way you described mana lines up almost perfectly with Type 2 Information Manipulation.

Type 2 is defined as manipulating "information that serves as a fundamental building block of reality," allowing a user to "rewrite the world to their whims, often by programming it much like they would a virtual reality."

Your character manipulating fundamental "mana" to create new "magic/skills" is an example of this. They are essentially writing new code into the reality of their verse.

It could also be argued as Conceptual Manipulation if each system of magic is treated as a distinct concept, but Information Manipulation (Type 2) is the more direct and fitting description based on what you've provided.

Layering is specifically about overcoming resistances. A "layered" ability is one that has been shown to bypass another character's resistance or immunity to that same ability.
