Plot points & Outliers

Was reading the outlier page and I noticed that there is nothing that excludes plot points from outlier so im wondering if

a major plot point in a story still be considered as an outlier if it isnt repeated consistently over time even though the plot points itself is required to be accurate for the narrative to progress? (aside from extreme circumstances such as retcons, temporary buffs, and contexts shouldnt a plot point more precedence over any possible contradictions?)

if so why?
 
The relevancy of a feat to a given narrative doesn't necessarily exclude it from being an outlier, it can be used to argue that it's meant to be the overall intended portrayal of a given character to begin with, but at the same time it can also conflict too heavily with what has been set previously (namely cases with next to no build-up to justify large jumps in tiers). Or in plain terms case by case, especially as some series have minimal continuity for much scrutinity to be made.
