Well Danny is starting at his 8-A tier, and his reactive evolution can to buff him around his opponents level so he'd reach up to Ruby's level of 2-C since that is within his range, not past it, which his means their AP will be around the same.

Also Ruby's has limitless growing power in Ultra Synergy too

Superhuman (Likely comparable to Jazz, who despite having yet to train spent the majority of the day constantly fighting off ghosts sent by Vlad Plasmius and showed no signs of fatigue.[11] Danny himself is capable of using his powers multiple times in combat without getting tired quickly, and has spent nights rounding up ghosts[14])

Ruby's stamina
Superhuman (Ruby can mutilate hordes of monsters by herself and can train for days with minimal rest and can fight through her long, arduous fights with the likes of Vegeta and Majin Buu, continuing to fight against Vegeta even after her aura broke. Endured the water of the gods for 6 hours straight, a poison described as causing unbearable pain to the consumer and even death and being stated to require immense will power to survive. When she was younger, she can fight hordes of Grimm for a day straight before tiring and she and her team fought on and off for three days straight with minimal rest[103], with Ruby herself staying awake in the ever after for a extra day[104] and could endure getting beat down by Neo's clones without a Aura[105], as well as being comparable to the likes of Clover, Winter, Yang, Weiss, Blake, and Adam, who can continue fighting even after their Aura reserve has been drained. In the Tournament of Power Ruby was able to fight through nearly the entire duration of the tournament despite repeatedly breaking through her limits and nearly dying multiple times, ultimately pushing herself to fight and eliminate Jiren alongside Vegeta even though she could barely move moments before. Got hit by multiple Pressure Points Strikes from Granolah and got up each time and continued to fight. Can engage in combat in low oxygen environments. Ultra Instinct Only lasts a few moments before regressing back to her base form. Although in the Moro arc, she can use Ultra Instinct -Sign- at will and it lasts longer and After training a lot, the form lasted far longer against Granolah as Ruby only dropped out of the form because of a vital strike when she was off guard)

Ruby's Advantages/Win Conditions

She starts out with a massive AP advantage (though it gets countered quickly), she can sense Danny's energy so Danny's invisibility and sneak attacks aren't really helpful, her overall skill and experience will allow her to outright handle Danny with ease in hand to hand combat without issue even with Danny's physiology allowing for versatility in combat. Her Semblance and Ultra Instinct also makes avoiding Danny's attacks easier, and while Ruby isn't the one to BFR her opponents constantly (she did it to Moro) I do think she'll eventually do that if he thinks it's the best route to defeating Danny.

Ruby has overall better range/area of effect, and while she wouldn't use the Spirit Bomb (the match is win via knock out or incapacitation). Ruby also possess better stamina so she can outlast Danny in the long run but that would take a few hours unless she pushes him to waste more energy which is possible given Danny's overconfidence and rash use of his energy early in the series and she can keep up with Danny's power growth in Ultra Synergy with her limitless growing power

Her UI + Ki sensing + Semblance + Ultra Synergy should let her dodge Danny's attacks or chances to overshadow her and just outlast Danny as ruby In Ultra Synergy has no stamina drain and can use the UI technique in Ultra
 
She's basically Goku with more, so I guess Ruby wins.

He's not landing as single hit unless she decides to block which is unlikely to happen given UI (In the Goku fight, Danny was fighting base Goku who could use higher transformations but didn't start in them). Danny's body is physical (he just won't feel any pain since he's just ectoplasm), and while he's got layered Possession, it's only going to work on contact which will only happen if Ruby strikes him and he's actively using possession so he'd phase into her.

Other than that, since it's k.o or incapacitation, Ruby just casually dodges and either outlasts or eventually uses BFR on him because I don't see Danny getting his possession off unless he's actively using it when she hits him (and even then she'd sense the danger and likely not follow through). His layered Intangibility just prolongs the fight in my opinion. So yeah, Ruby wins given Danny's win condition is very small.
 
Although I should note Ultra Synergy with the UI technique isn't as good as Perfected UI (of course) meaning she can still get hit by attacks like how SSB + UI Goku did vs Granolah

However Ruby has her limitless growing power in Ultra Synergy but sense she's in character her Ultra Synergy isn't at max power as she would tell Danny isn't a bad guy like vs Granolah, she wouldn't use her weapon either here bc of this too. (Like her Ultra Synergy was weaker then her Perfected Ultra Instinct because she didn't want to fight Granolah as he wasn't a bad guy, given Ultra Synergy is powered by her perception of good and her self confidence that makes sense)
