Well if the creator is actively “the source” of creations’ powers, creator does get it (mb there are a few other cases)
From by best knowledge, TOAA isn’t a source, he simply created them so it wouldn’t apply

You would need a sufficient evidence and reasoning of why TOAA has all of their abilities. This thread has by now provided 0 scans for granting TOAA such abilities so far. And no, I am incapable of moving any threads to any categories, you should create it on your own or ask somebody else knowledgeable on the verse.

Introduction​

In fiction, many supreme beings have created their setting or are otherwise the source of wide-spanning power systems. This page outlines criteria for deciding when such entities, and others like them, gain the abilities of many characters in the setting without directly demonstrating them.

Acceptable Cases​

• The character in question is stated by a reliable/knowledgeable source to have access to all powers and abilities of the verse or a given group.
• The character in question embodies all existence in a way that includes the other characters from the verse and their abilities in a significant manner that goes beyond normal Omnipresence. Note that a qualifying character must be able to use the other characters' powers directly. Otherwise, this would be akin to saying that a human can use all the abilities of their individual body cells despite this clearly not being the case.
• The character in question's power is the direct source of all the powers and has demonstrated the power to use the abilities of all other characters to some extent. Being the direct source means to not just be the source of the supernatural energie(s) in the verse, but also of the techniques accomplished by them. E.g. being the source of all mana doesn't imply knowing every spell that was ever invented. So to assume the character knows how to accomplish every spell and has the necessary talent and affinity to do so additional evidence is required.

Unacceptable Cases​

• A character stated to be "omnipotent" or "able to do anything" doesn't qualify, as such cases are more likely than not hyperbole.
• An Omnipresent character doesn't automatically qualify, as while the powers of characters it contains comprise part of its form, such cases are generally not notable regarding its typical capabilities, just like potential implied powers from Creation feats at cosmic scales.
• The character in question having Plot Manipulation is not satisfactory evidence, since without further evidence, it is unknown if they can grant themselves those powers, and assuming so would be a no-limits fallacy. See the Power Bestowal page for more information. However, such characters would be assumed to be able to use these abilities in their constructed narrative by writing about them.
• The character in question has a hand in creating other entities or bestowing powers upon them doesn't automatically count; creations tend to have a specific biological structure or function that the creator can't to be capable of replicating on themselves.
