Staff rights - Minor revision

I'll be revising some of the staff rights, since they are currently unnecessarily expansive. For example: Admin + Mod + Rollback makes no sense, since Admin alone has rollback + mod included.

Hence, do not be surprised if any user rights are "trimmed".
