While the Plus Ultra Izuku is is stronger than Pink State, the issue is that the Plus Ultra is a glory-or-die attack but Pink Steven is not. Steven can not only survive the attack with himself only, but also Steven has the forcefield to help him block the attack.

I hope Steven and Star will get the calculation. Is using their base key making the battle more fair? I don't know.
