What power is this?

The ability to induce damage whenever a requirement is met.
The damage does harm a target, but it the damage just "happens" when the requirement is met. It doesn't matter where they are, how far they are, or how durable they are.

Example: If A does a thing, then A loses half their health.

I know it would be Durability Negation, but would it be some sort of Causality Manipulation...Law Manipulation too?

And what of the actual damage "type"? Possibly Conceptual Manipulation? Life/Death Manipulation?

Note that this damage doesn't cause physical injury nor is it magical in nature, it also doesn't target any specific aspect either, whether that be body, mind, soul, concept, etc.
It's regarded as "damage" which does not target any aspect of a creature and cannot be avoided or defended against.
 
It's like Ollerus's Hliðskjálf.
Eh, not really.

He uses Hliðskjálf due to the fact that his own mana is too special and can't be used with normal magical powers, even if he applied knowledge of various grimoires."
This form of damage isn't active at all (as in, the user can't just "cause" the damage to happen), it just triggers under a set of rules imposed by the user. It is also not magical in nature either. So there's likely some rule/law stuff happening here.

This is like the only good similarity.

I mean...I guess it's similar, but in a different way?
 
It depends on the context. All sorts of similar effects can be achieved with all sorts of very different hax. For something like this, it would depend on who's using it, how they do it, and what they classify their abilities to be in-verse. If a character is known for using law hax, then this could be summed up as that, but it all depends on the context around the ability.

It's basically a gambler who attacks by enforcing "game rules".

One of their things is rolling a die and one of the results is than an opponent takes a percentage of health if that result is rolled.
And well, that's basically it. There no actual "attack", just damage when that condition is met. It cannot be dodged or defended against as there is no attack to dodge or defend against to begin with.
