depending on the level of powers one can get, either not much, wars become way less deadly (due to less people being needed to fight it) or the world gets destroyed immediately

Everyone's Super
At least if everyone has the same superpower at the same strength... and that strength is not much higher than say a cannon.
If on the other hand people can city bust, without everyone having corresponding durability and stuff, mankind will probably eradicate each other, because you basically just handed everyone nuclear weapons. (Even if one has corresponding durability there will be food issues...)

what HI3 said, the level of powers = level of change. You could end up with a world like My Hero Academia or like Worm.
