Why Yhwach lifting city is Planet but Kaido lifting island is not planet or stronger??

You mean lifting a large country sized city that was argued to be hundreds of kilometers in diameter vs lifting a regular sized Island? Also, the velocity in which they are lifted to get kinetic energy results are another reason to look at. Status of being an "A City" vs "An Island" alone are not arguments since both can vary greatly in size.
 
As medeus said, the diameter of the seireitei is 1000 km, and now it raises a city with a diameter of maybe more than 1000 km, and how much it raises it is the important point here.
 
This is like asking why high-intensity planet busting calcs are High 5-A to potentially 4-C and not 5-B.

Speed is everything. Hurl it fast enough and you might get some crazy-ass numbers. Such is the pitfall and glory of Kinetic Energy.

This is the only way to get Planet level by lifting a city, doing a calculation. Not that I agree with this, but it's just the rules. It's obvious that Kubo didn't write this scene thinking "hehe boi that's some planet busting shit".
